Moratorium on rezoning WON’T halt construction

As usual, the WashPo gets it wrong again.  The moratorium on rezoning requests for the next year in Prince William County won’t halt “construction of residential development for a year.”  It will put off rezoning decisions, but that is vastly different from halting construction.
