State Sen. Chuck Colgan (D-In an R Dist.) is huffing and puffing about how bad the new abusive driver fees are and how they should be repealed and people be reimbursed, blah, blah, blah. Well, where was Chucky when this legislation was going down?
He voted against abuser fees when they applied to both Virginia and out-of-state drivers, but for them when they only applied to Virginia residents.
