I suspect that since he refuses to reveal his birth certificate he was probably born in a Panamanian hospital rather the the military base, since the hospital on the base was not built until after he was born. No matter, since the Founding Fathers were not fond of intervention in foreign affairs, they would never have approved of the military being all over the globe.
