Sure, Election Night ‘09 isn’t for another 16 months and a single vote has yet to be cast, but Del. Chuck Capito (D-67) of Fairfax Co. was nowhere to be found for the General Assembly’s special session on transportation. His Dem colleagues cited a “long-standing commitment” for his absence, but did not elaborate on it.
